Two Burlingtons: Why a Security System North of the 407 Needs a Different Plan

You're at work in Oakville when your phone shows motion at the barn on your property above the escarpment. You open the camera app and get a spinning wheel. The camera saw everything and the recorder kept all of it. The footage just can't get off the property fast enough for you to watch it. On the rural side of Burlington, that's the problem worth designing around first.
Two Burlingtons
Most of what people picture as Burlington — the lakeshore, Aldershot, the neighbourhoods along Appleby Line and Walkers Line — sits south of the 407 on wired internet. Above the highway the city turns into farms, escarpment, rural homes and conservation land, and the internet changes with it. In 2022 Halton Region counted roughly 4,631 rural homes and businesses across Halton without reliable service, and funded projects at the time reached only 31% of them. In 2021 the federal government put more than $1.3 million into bringing fibre to 329 households in Zimmerman and the areas north of Burlington, which shows how far the wires still had to go.
To be fair to the simple option: in a south Burlington home on fibre, a good consumer camera that uploads to the cloud can be a reasonable answer, and we'll tell you that. This post is about the properties where the connection is the part most likely to let you down.
Why Upload Is the Number That Matters
Internet plans are sold on download speed, but a security system mostly needs the other direction. Every time you open the app away from home, the property has to send video up the line. The national target the federal broadband program is built around is 50 Mbps down and only 10 Mbps up, and many rural connections don't reach even that. A single high-resolution camera can use several megabits on its own, so a handful of cameras at full quality won't fit through a rural upload at the same time.
A system designed for a rural property records full quality on site, where the evidence needs to be, and sends a lighter stream when you're watching live. It also shouldn't depend on the cloud to record. If the connection drops, recording carries on and you can review it when the line comes back.
Signal First
Where a property relies on cellular or fixed-wireless internet, the spot with the best reception decides more of the layout than most people expect: where the recorder sits, which way the cable runs, where backup power goes. We check the signal before anything goes on a wall, because a system planned around a tidy closet and a weak signal will be fighting its connection for years.
What Halton Police Do When an Alarm Goes Off
Burlington is policed by Halton Regional Police, and their alarm rules are different from Toronto's. Toronto requires an alarm to be verified before police are asked to attend (we covered that in The Verification Gap). Halton responds to every activated alarm, false ones included. Since June 15, 2023, premises are no longer suspended from police response for repeat false alarms. Instead, Halton invoices the alarm monitoring company $197.75 ($175.00 + HST) for each dispatch that turns out to be false, meaning anything other than a criminal offence, a medical emergency or a fire.
On a rural property, a false alarm sends a cruiser a long way for nothing. Cameras the monitoring operator can check before requesting dispatch cut that down, and so does an alarm that keeps reaching the monitoring station when the home internet is down. Before you sign with any monitoring provider, ask how they handle Halton's false-alarm fees. The answer tells you a lot about the provider.
Start With the Connection
In south Burlington, choosing a security system is mostly a question of which cameras. North of the 407, the first question is whether the footage can get off the property when you need it, and the rest of the design follows from that answer. We work across Burlington, from the lakeshore to the escarpment. Book a complimentary site assessment and we'll tell you what your connection can carry before we recommend a single camera.
